Flowminder is a non-profit foundation that specialises in the analysis of anonymised mobile phone data, satellite imagery, and household survey data for humanitarian and international development purposes.

Flowminder researchers pioneered the use of mobile operator data for humanitarian purposes. They were the first to use mobile operator data to monitor population movements following a large-scale disaster and a major infectious disease outbreak (the Haiti earthquake and cholera outbreak, 2010). Flowminder was the first to show that mobile operator data can predict the spatial spread of an infectious disease. Additionally, Flowminder is a leader in the emerging field of gridded population sampling. In 2019 we launched an easy-to-use tool for survey practitioners working in complex urban settings and contexts without reliable census sample frames. The tool, GridSample, does not require specialised spatial skills and includes hundreds of pre-loaded spatial datasets. Since its launch, the tool has been used in seven national surveys in Africa and a state-level survey by the Government of Nigeria.

Due to the COVID-19 pandemic, this role is likely to start with home working, though we are looking for candidates to join our Southampton office. We will also consider Stockholm.

2. Role summary

The Survey Statistician oversees all survey-related work at Flowminder and supervises consultants and survey staff as needed.

This role includes classic survey statistician activities such as designing, managing, processing, and analysing survey data; as well as leading innovative approaches to survey data collection (e.g. gridded population sample surveys with census sample frames that are outdated, inaccurate, or aggregated) and analysis (e.g. linking survey data with mobile phone call detail records (CDRs) to understand population mobility).

The candidate is experienced in classic survey designs and methods and is comfortable tailoring these to diverse contexts. While the candidate, ideally, has some familiarity with spatial data, s/he is not expected to be knowledgeable of gridded population or CDR data upon joining Flowminder. An orientation, learning materials, and support will be provided to enable the candidate to develop expertise about these data. Therefore, success in the role is defined by a strong foundation in survey statistical theory, curiosity and effective communication.

Given the experience of Survey Statisticians collecting and managing sensitive population data, this role also provides leadership to maintain data security and privacy. Upcoming projects include:

– Design and implement an area micro-census survey (also known as compact segment survey) with the Mapping for Health project to be used by WorldPop to train a gridded population model
– Design and implement a phone survey with the Mapping for Health project to assess home location, mobility and phone usage statistics
– Manage new developments to the GridSample tool, providing key insights from the perspective of a survey practitioner

3. Activities

– Design and manage in-person and phone surveys for multiple purposes
– Design survey instruments and materials; oversee survey instrument translation and field testing
– Oversee data collection; support field-based survey supervisors
– Account for and solve problems caused by non-responses or other sampling issues
– Conduct survey quality control checks and oversee data management and cleaning
– Apply programming and analysis skills to answer key questions with survey data
– Write project reports and scientific papers
– Develop and evaluate new methods for survey data collection to adjust for bias in CDR data, and analysis methods that integrate CDR with traditional data sources such as surveys
– Supervise a Flowminder survey practitioner
– Manage Flowminder’s GridSample tool for selecting survey samples from gridded population sample frames
– Develop learning materials for Flowminder’s online Knowledge Centre
– Potential international travel
– Provide leadership on ethics in field data collection and operational work
– Manage relationships with national statistics/survey organisations

4. Experience & Qualifications

– Advanced university degree in Statistics, Epidemiology, Public Health, Demography, or a related field. The successful candidate is likely to have a PhD degree, although strong candidates with a master’s degree will also be considered. At least four years of related experience is required.
– Experience of designing and implementing household surveys (preferably in low- and middle-income countries), including: sample size calculations; choice of sample frame; use of stratification, oversampling, or other complex designs; deciding methods for household/individual sampling (e.g. full listing, random-walk); and planning and coordinating survey logistics
– Experience of calculating and applying sample weights
– Proficiency with statistical software programmes such as Stata, SAS or R
– Familiarity with survey statistical analysis techniques such as regression, but also multivariate techniques or machine-learning
– Experience of developing and delivering practice-based trainings to working professionals
