Ensure Amey meets its obligations across all establishments in respect of statutory compliance for items within the contract scope. This includes ensuring all certification is available and valid. Advise Site and Project teams with regard to design specifications on all Core Works and Core Services projects related to the heating programme to ensure the proposed services are of the right quality and fit for purpose. Review CDM plans when required to ensure maintenance requirements have been adequately considered. Attend and witness all commissioning for new specialist equipment installed under Core Works / Services and major Life Cycle Replacement projects within your Area.
In conjunction with the relevant site managers, accept the heating Core Works at handover before transferring onto the Core Services work stream. Manage the service delivery of all heating related AWS in accordance with government regulatory and statutory undertakings whilst complying with all H&S & standards and policies. Ensure appropriate work plans and confirmed budgets are in place to achieve programmes and financial commitments whilst meeting any changing operational need. Attend all siting boards meetings and tender review meetings.
To support the customer where required on appraisal studies associated with any heating related works delivered through Core Services. To liaise with Defence Infrastructure Organisation Technical Authority on design matters. Act as an interface to DIO and End User on all heating related AWS activities within your Area. Understand the operational priorities of the HoE, develop and maintain close working and effective relationships to pro-actively support all estate activities whilst providing professional and technical advice as required. Communicate and promote AWS participation in support of external accreditations and initiatives that are important to Amey and Stakeholders. Support, influence and develop supply chain relationships to ensure suitably qualified and experienced engineers or operatives are directed to relevant tasks to deliver AWS. Liaise closely with the Gas Safety Manager, Gas suppliers and all relevant stakeholders to provide advice and support and to seek guidance where required.
To assist in the procurement and co-ordination services of external designers where required on significant projects.
Update and manage the central record of designs undertaken including Designers Insurances and competency checks. Make sure good design practice is shared across all sites within area of responsibility.
Work closely with contract stakeholders to support the management and mitigation of risk.
Manage cost and stakeholder expectation through excellent communication and sound commercial
decisions to ensure VFM. Influence the effective delivery of AWS in order to promote a profitable business for Amey.
Contribute to the production and maintenance of the FASP for longer term heating projects. Ensure projects are delivered efficiently and economically in order to promote a profitable business for Amey.
Skills & experience
Experience of managing and supervising staff in the appropriate disciplines. Effective project management skills.
Good understanding of CDM regulations and building control processes. Including DDA Regulations
PRINCE 2 or related discipline or equivalent experience
Current H&S and Environmental qualifications at a management level (e.g. SMSTS)
Technical qualifications & training as required by JSP 375, including Emergency first Aid
Act as the focal point for all matters to do with heating related project delivery within your Area of responsibility.
Authorised Persons (AP) – engage with the AP’s on the contract who are required to support the heating programme initiatives. Identify and manage the risk and develop management processes for AWS works containing appropriate measures to mitigate the impact. Ensure all documentation relating to AWS is completed and distributed in a timely manner and recorded against the appropriate assets in the WorkManager system and provide detail to Land and Asset Management Services.
Identify opportunities on establishments that will support the MoD carbon reduction targets. Ensure the adherence to MoD JSP 375 Safe Systems of Work to ensure safety and compliance.
Lead the projects to incorporate sustainable solutions and fully support the sustainability agenda.
Ensure regular monitoring of supply chain to achieve regulatory safety standards, quality of work
and VFM. Closely liaise with DIO to agree scopes and priorities of works and review management of AWS regularly.
This can be home based with provision to visit and mange predominately sites in the south.
