Working on behalf of a successful Local Authority, Aatom Recruitment has an exciting opportunity for a Group Manager on a 3 months contract with a possibility of an extension. The Local Authority are recruiting for an enthusiastic and tenacious candidate who can take the initiative and lead on projects, which will improve the efficiency of the Housing Division.

Main purpose of post

The main purpose of this job is to, strategically develop a wide range of property maintenance and business support teams, including health & safety and customer service staff, to ensure frontline services are delivered to the highest standards, achieving service plan targets and meeting internal and external customer needs.

To ensure the effective and efficient management and maintenance of the Council’s built assets through strategic planning and robust financial management, while maximising customer satisfaction and the Community Council approach and to contribute to the long-term planning and development of Council services and ensuring the effective allocation of resources and service delivery.


To ensure that the organisations statutory duties and obligations relating to property compliance are achieved in respect of gas servicing, electrical services, asbestos, fire and all specialist mechanical and electrical services are achieved.
Ensure effective data management systems, policies, processes and programmes of work provide assurance of ongoing statutory and regulatory compliance and the service associated with delivery of the contracts provides a high level of internal and external satisfaction.
To motivate and lead large multi-disciplined teams with a variety of resources and large project budgets, contributing to annual service plans, setting service level objectives, managing team performance, ensuring continuous service improvement and high levels of customer satisfaction.
To provide strategic and operational leadership, ensuring the efficient delivery of the 24/7 repairs service to Council Dwellings, Corporate Buildings, Schools and external customers, with a wide range of varied and complex resources and activities.
To undertake consultation and complex negotiations with strategic external organisations such as other public bodies, joint venture partners, consultants, central and local government bodies, trade unions, inspectors and private sector companies. Championing customer focus, ensuring that policies and systems are in place to inform, receive and where possible, act upon feedback from service users, communities, partners and employees
To create an environment and culture of continuous development of the Housing Maintenance Team’s service for the Council’s sites and assets including housing and estates. Ensuring the provision of effective and efficient services and the review, management and delivery of policies and procedures for large teams with a diverse portfolio of sites and responsibilities.
To ensure the Council fulfils its statutory requirements to comply with a wide range of Health, Safety and Welfare legislation, including the Construction (Design and Management) Regulations 2015 for any construction works
To ensure the Council fulfils its statutory and service duties to maintain its buildings and sites safely and effectively; ensuring statutory and periodic maintenance regimes are implemented and maintained in accordance with Legislation and Approved Codes of Practice.Skills/Qualifications

A level 6 or equivalent qualification in the Built Environment, Management, Surveying or Financial Management
Post qualification experience and full Corporate Membership of an appropriate professional body including maintaining appropriate CPD levels.
A knowledge of Equality & Diversity issues
To lead by example, giving clear instruction and motivating staff to achieve goals
High level of independence and self-motivated to work alone or as part of a wider team where required
Confidently interacts with and influences senior officers, team members and other stakeholders
Able to work under pressure, prioritise own workload and work beyond normal working hours to meet deadlines
Good social and interpersonal skills
Effective communicator
